As you'll find... some websites are clearer and easier to understand than others... so use them as a reference... then seek legal advice in your area on the specific guidelines and regulations you'll have to follow in your state for your specific business.
Here is the federal SEC website which has a lot of information... but truly... save your time (and save a headache too)... and talk to an SEC attorney in your area about your SPECIFIC business. It's the quickest... and in the long run the cheapest route to go. Don't go it alone... and don't rely on the PMBP course as legal advice... it's not.
